A ticket to Luang Prabang does not replace a visa. An Israeli passport needs an e-Visa from laoevisa.gov.la before entry: $35 government fee, single entry, stay up to 30 days, approval valid for entry 60 days from issue, about 3 working days. If you enter from Vietnam, confirm the Vietnam visa is multiple-entry too.
