Yes. Since September 2023 Israel is in the Visa Waiver Program (VWP), so short tourism, business, or transit up to 90 days does not need a B1/B2 visa — but it does need an approved ESTA before the flight.

Is ESTA a US visa?

Work, study, or a longer stay needs a full visa through the embassy. Anyone ineligible for the VWP (for example because of travel to certain countries) needs a visa, not ESTA.

When isn't ESTA enough?
ESTA is not enough for work, study, a stay over 90 days, or if you were previously denied ESTA/a US visa or overstayed a prior admission.
Travel since 1 March 2011 to Iraq, Syria, Iran, Sudan, Libya, Somalia, Yemen, Cuba, or North Korea — or dual nationality of some of those countries — usually removes VWP eligibility and requires a regular visa.
What does the eligibility questionnaire actually check?
Most ESTA problems do not come from a misspelled name. They come from the eligibility questionnaire. A "yes" does not always disqualify you — but a wrong answer can deny the application or damage VWP eligibility.
The sensitive questions for Israelis: criminal history or arrest; other nationality now or in the past; travel to the countries listed above; a prior US visa or entry denial. The form also asks for a national ID number — for Israelis that is the teudat zehut — and parents' names.

A valid Israeli biometric passport, an email address to receive the CBP approval, and honest answers to the questionnaire. A scan of the bio page helps fill every field exactly as printed in the passport.
